My mother-in-law sold her home in Venezuela, how do we get the money into the United States?

We are in the process of finding a tax attorney but we thought we would try here first. My wife's mother is moving to the united states and will be a permanent resident (as soon as my wife becomes a US Citizen). How does she get the money from the sale of her home (in bolivares) to US dollars in the United States legally but with minimal tax liability? We estimate the value to be roughly $400k USD based on official exchange rates.
