Why aren't the results of the 2003 drug test revealed?

I don't get this, there are 104 players that failed a drug test in 2003, and they aren't going to be punished for it? Alex Rodriguez and Sammy Sosa's names were revealed but all they had to do was answer to the media. Am I right when I say the other names on that list won't be punished for what they did? Because right now it seems that there won't be any real punishment for using PED, and that the only small punishment would be having to answering to the media. Three questions here, am I right or do I misunderstand the situation here? Why are the players names not supposed to be revealed? And what do you think about all of this?
