If I almost hit the back of someone should I pull over?

It was snowing and I was driving up to an intersection. The roads weren't frozen yet but they were still wet. I pulled up to an intersection behind a minivan but I misjudged the time it would take to stop and I skidded to a halt right behind it. I did not make contact with the vehicle but after crossing the intersection the minivan turned right into a parking lot. It's a commercial area so I don't know if that's where the van was going or if the driver wanted me to pull over too. I wanted to pull over but I was scared since I had no idea whether I should have stopped and didn't want to make the situation worse. What should I have done?
