Student Judicial Board for getting stopped by the cops?

My friend was caught walking with an open container. It was his first beer and he was basically in a parking lot by a gravel road, but whatever. He's nineteen and the cops didn't give him a ticket... They just told him the Student Judicial Board for our school was going to call him. So... are his parents going to get a call, or him? He doesn't want them to know. Does anyone know how that system works? Thanks!
