Taxes: If I owe from 2007,do I not get a stimulus check. Will it apply to my bal owed?

Basically, I filed on time, owe money, extended payment until Aug of this year. Will the IRS pay off some of what I owe with my tax stimulus refund check? I haven't seen or heard anything about getting one, so I fig this was the case. :0)
